Proposalfor the Governance of the HANDA Committee and Guangxi Leadership Group 2014-2015
Project Summary
HANDA as agrass root NGO of the people affected by leprosy in China was set up in 1996and have been running for 17 years. It has been able to working with more andmore people affected by leprosy to improve their confidence and respect and thequality of their life. The stigma and discrimination have been greatly reducedwith the involvement of people affected by leprosy, public, government and volunteers,even though the root of stigma is still deep.
However,with this rapid development, HANDA has also foreseen the difficulties, one ofthe challenges was the role of HANDA committee such as the organization governance,fundraising, and their level of participation has not been played to itsexpectation. HANDA is an organization whose members are people affected by leprosy.The majority of its Board is made up of people affected by leprosy. On 19th August this year, HANDA hold theFifth HANDA Members Congress and the new committee was elected by 65representatives from 34 different leprosy villages. The new committee consistswith 10 people affected by leprosy (one female) and 5 non-people affected byleprosy (two are female). The new committee will be responsible for thegovernance of organization and leading its future development. To encourage andmotivate the committee and the leadership group in Guangxi to play its role andkeep the sustainable development of HANDA, apart from capacity buildingactivities, participation is the key to improve the committee’s involvement invarious project activities, we will try to include committeemembers in projectdesign,organisation and implementation as much as possible, the involvement helps the committee develop andimprove capacity, experience and self confidence. For example committeemember’s visits to Guangxi and Yunnan will be an opportunity for the leadingmembers to exchange their experience, discuss the problem and possiblesolutions together will not only help to increase their capacity but alsostrengthen their ownership to the committee and HANDA. In order to strengthenthe communication among the leadership members and the villagers, Mr. Caiping,one of the members from Guangxi leadership group was voted as the groupcoordinator to organize the group meeting regularly, assist the leadershipmember to conduct village visit, work out finance report on quarterly basis,collect and needs from villagers etc.
Objective:
HANDA Committee and Guangxi leadership group haveimproved governance capacity by its member’s active participation in all projectaspects, and is able to lead HANDA future development with high accountabilityand sustainability in three years.通过广东理事会广西领导小组成员积极参与项目活动提高他们的治理能力，推动汉达在未来三年的公信力和可持续发展
Implemented activities:
To enable the HANDA Committee and leadership groupin Guangxi effectively practices its governance role for the organization,including decision making, field visits, supervision & assistant infinancing, we are applying funds for the following activities:
1.1 Provide training for committee members on NGOgovernance, enable the members have improved understanding about the importanceof the effective role of committee and their responsibilities. Through trainingand experience sharing, the committee members will have better ideas abouttheir role and duty as the board of the organization, and they will be moreactively involve and self-functioning in organization governance anddevelopment. 为理事会成员提供治理方面的培训
1.1 Developclear committee's role and duties with the committee members. Each committeemember clear understands his/her role & duties and they are act in linewith HANDA principles to ensure the decisions are taken in the best interest ofthe organization.理事会成员制定清晰职责
1.2 Organizecommittee & standing committee (leadership group) meeting regularly, listento the quarterly work report of HANDA, issues and problems raised, discuss thepossible solutions, decision making, etc. 定期召开理事会及常务理事会议
1.3 Committeemembers supervise and assistant in financing, two committee members are electedas financial supervisor, they will be responsible to supervise the finance work,their involvement drives HANDA finance in a more transparent way. 理事会监督财务
1.4 Committeemembers and Guangxi leadership group members conduct village-visit activity andinvolve in HANDA activities, they pay visits to the field, monitor the progressof HANDA work, collect the issues from villagers, have them discussed incommittee meeting timely. 理事成员及领导小组访村
1.5 HANDApresident and vice president visit and instruct the work of HANDA leadershipgroups in Guangxi and Yunnan. It is proved tobe one of the most effective means to raise the leadership capacity of committee members, through their participation, thiswould enhancethe understanding andcommunication among members, their sense of responsibility and also the overallmanagement capacity.理事长及副理事长访广西及云南康复村
The projectmonitoring and evaluation will be carried out by the committee members,leadership group members and the staff, as they are the ones who are bothimplementing and benefiting from the project. The committee members will haveregular meetings to review the progress of the project.

The total budget of the program is RMB 66880.
